Mail through Mailgun, EU region

Context
Section titled “Context”TEP chose Mailgun for its EU servers. BA wants the same data residency and the organisation wants one provider. The BA API still carries a Postmark-style configuration (MAIL-CONFIG, NOTIFICATIONS-MESSAGE-STREAM).
Decision
Section titled “Decision”Mailgun, EU region, with a BA sending domain still to choose.
Consequences
Section titled “Consequences”Until the switch, staging sends through the old configuration. A share email sent on 2026-11-04 did not arrive and delivery is unverified; the mail-service library swallows the provider’s response, so the API log says “Sending 1 email” with no result. Both are open items on the ops-01 area.
